金澤周作『チャリティの帝国』は，広範な自発的チャリティが展開する近代イギリスの個性を描写した著作である。本稿では，当該書の内容が，現在の社会福祉のあり方への問題意識に発するものであることを確認しつつ，こうしたイギリスの個性と，同時代の日本の救貧・慈善のあり方の比較を試み，日本における民間慈善の相対的な薄さと，それゆえに政府がそれを組織化する傾向があること，およびイギリスの救貧法が明治期の政策担当者にとって一種の反面教師として言及されていたことを指摘した。
The Empire of Charity by Shusaku Kanazawa describes the uniqueness of modern Britain, where charity organizations have developed extensively and diversely. It is also a reflection on the current state of the social welfare system. From this perspective, I compare this British uniqueness with Japanese relief and charity during the Meiji period. This study's finding reveals the following: the quantitative scale of private charity in Japan is smaller than that in Britain, the government prefers to organize private charity, and the Poor Laws in Britain were mentioned as a kind of bad precedent for policymakers during the Meiji period.
