　　這是「菜市場政治學」共同編輯群，在這個共筆部落格的官網上對自己的定義與期許。他們提到自己如何受到《二十一世紀資本論》作者皮凱提所啟發：「社會科學家，和所有的公民及知識分子一樣，都應該加入公共議題的辯論，而不能只滿足於提出一些抽象的原則，例如民主、正義、和平。社會科學家必須對於特定的制度和政策選取立場並為其辯護，不管是福利國家、稅制，以及其他公共議題。每個人也都應該參與在這個過程，這個世界並不是區分為政治菁英和平民的對立，每個人該做的事也不只是每幾年去投一次票這樣而已。」

　　為了讓更多公民了解自己應該知道什麼、可以做些什麼，「菜市場政治學」的題目包山包海，上自國家認同、選舉制度、政黨與政治人物，下至政治參與、投票行為、民意調查，旁及中國因素。既然今年11月24日就要舉行九合一地方公職人員選舉，因此「菜市場政治學」決定以此為主軸，發行第一卷〈選舉專號〉來為讀者展開看待選舉的方法。正如上文皮凱提教授所言，面對公共事務，每位公民該做的事，不應該只是每幾年去投一次票，這樣簡單的動作而已。

There is much about the emergence of the modern bureaucracy—an institution whose ethos and orientations are seen as hallmarks of Japanese state and society—that requires explanation. This chapter traces the formation and expansion of the modern bureaucracy in Japan through four pivotal moments: the Meiji Revolutions of 1868¹; the promulgation of the imperial constitution in 1889; the zenith of party power in the 1920s; and the emergence of reform-oriented bureaucrats in the 1930s and 1940s. This chapter highlights how changing notions of expertise, efficiency, and state power—championed by the Meiji leadership—were embedded in new emulative practices and global conceptions of modern governance.
