本研究資料は，2022年に実施された国家公務員のワークライフバランスに関するサーベイ（以下，2022年サーベイ）のうち，フェイスシート及びワークライフバランスに関する回答の集計結果を示したものである。
　2022年サーベイは楽天インサイト社（以下，調査会社）の保有するアンケートモニター登録者に対してオンラインで実施された。スクリーニング調査に回答したのは19,027人であり，その後のフェイスシートとワークライフバランスに関する調査の対象となったのが749名であった。なお，3回にわたるタイムユーズサーベイまで完了した回答は，データクリーニング後309名となった。　調査項目は生活満足度，仕事満足度，性格特性，PSM（Public Service Motivation）などである。
集計は総合職・一般職と本府省庁・地方支分部局の4つの組み合わせ及び合計の5つについて行った。

本研究資料は，2021年に実施された国家公務員のワークライフバランスに関するサーベイ（以下，2021年サーベイ）のうち，フェイスシート及びワークライフバランスに関する回答の集計結果を示したものである。

Last year, Japan celebrated the one hundred and thirtieth anniversary of the establishment of the Meiji imperial constitution. As the first constitutional
state in Asia, Japan’s experience soon garnered the attention of the world. As in the post-war era where Japan’s model of high-speed economic growth proffered
a model for developing countries, in the pre-war imperial world, Japan’s experience with constitutionalism provided encouragement to those nations, then colonies of the European powers. Yet this history of constitutionalism was by no means a story of unalloyed successes. Rapid modernization and economic
growth in no short order destabilized Japan’s traditional order, giving birth to an unstable social structure.
How to design the relationship between the state, political parties and nation has remained a major question which has continued up to the present. Clarifying how the three parts of the triangle (state, parties, nation) have evolved over the last one hundred and thirty years provides important insights into how the development of Japanese ‘democracy’ has differed from the experience of the Western democracies.

　一口に日本研究と言っても、研究が行わる地域によって問題関心も研究対象も用いられる手法も異なる。それぞれのヒストリオグラフィーが独立して発展し、相互に参照されるのは翻訳されたごく一部に限られていた。
　その意味において、2018 年は日本研究の画期となった。明治150 年の節目の年に、日本のみならずアメリカ、ヨーロッパ、アジアをはじめ、多くの地域で明治維新や日本の近代化をテーマにした国際会議が行われた。多様なヒストリオグラフィーが本格的に相互参照をはじめ、新たな可能性が生まれはじめている。そうした動きを推し進めていくためには相互交流を促進するための基盤整備を着実に継続していく必要がある。

日本の選挙区制度は, 1889年の小選挙区制にはじまり, 大→小→中→大→中選挙区制と転変を経て, 今日, 小選挙区比例代表並立制に到達している。 他方, 個別の選挙区割りは, 明治以来, 相応の連続性をもって現代に維持されている。選挙区を空間的な政治制度として捉え, その歴史的展開を論じることは日本の選挙制度を理解する上で欠かせない作業となろう。よって本稿では, 選挙区を空間的政治制度として捉える第一歩としてその始点となる1889年の選挙区がどのような考えのもとでどう線引きされたのかを, 当時の議論から明らかにする。そこでは内閣, 内務省, 府県知事だけが策定に関与した結果, 選挙事務の実施という行政的な側面と, 選挙を安定的に運営すべく旧藩域を極力維持する方法が取られた。とりわけ旧秩序の継承と小選挙区の選択は選挙に対する地方名望家の影響力を残し, その後の立憲政治の展開に大きな制約を与えることとなった。

選挙制度はどのように作られ，どのような運用を経て現在に至るのか。選挙制度の伝播と受容を日本の事例から論じるべく，選挙区の設定，一票の格差，間接選挙と直接選挙，選挙権者と被選挙権者，投開票の方法，選挙運動の制限といった視点からこの過程をみていくと，制度起草時の理念が現在まで色濃く継承されていることに驚かされる。憲法がドイツ（プロイセン），議会制度がイギリスを範型としたのに対し，選挙制度は特定のモデルを持たずに広く各国の制度を検討して，日本の実情に応じて作られたものであった。たとえば制度設計者たちが，選挙の正当性を確立するために「選挙の自由」を広く確保する一方で選挙管理者たちの不正に厳しく目を光らせていたこと，政府部内の不協和音を実地で解消することに腐心していたこと，その結果として選挙区は地方の実情を強く反映したものとなったことは，その後今日に至るまで選挙を規定したひとつの「制度」の確立として特筆されるだろう。

In this paper, by focusing upon three Cabinets-the first Okuma Cabinet (the first party Cabinet in Japan), the second Yamagata Cabinet and the fourth Itoh Cabinet, the author attempts to examine how the relationship between the politico-bureaucracy and the cabinets changed. Though many historians have focused on the same era, they give less attention to this change than is warranted. By discovering a new source material related to the Rinji Seimu Chosakai (Special commission for policy affairs research), the author has paved the way to examining such change. He makes the following three points. The first deals with the Kenseito party and its internal conflict. While the Shinpo faction intended to intervene structurally in the bureaucracy, the Jiyu faction intended to cooperate with the bureaucrats to extend its power. This confliction ultimately led up to the collapse of the Okuma Cabinet. Secondly, the second Yamagata Cabinet managed to get along with the Jiyu faction, compromising with them even about the blueprint for a government. Finally, such change in the relationship between the cabinets and the bureaucracy led to the restructuralizing of the Seiyukai party, which was made up of the the Itoh and Jiyu factions and shifted in the relation to bureaucracy. The Seiyukai party tried to wield its influence upon bureaucrats and tried to implants partisan spirit among them. Later on, this effort led to the participation of bureaucrats in party affairs.

Abstract
In August 1898, the sixth general election took place. This election was called by the Waihan cabinet, the first party cabinet in Japan. Preceding the election, in June 1898, the Jiyuto and the Shinpoto united into the Kenseito, and they set up a coalition government. They has over 80% of the seats of the House of Representatives. But because of the minor electorate system, the Kenseito had to arrange their candidates.
This paper deals the election from point of view of the candidate-arranging problem in the coalition government. First, it examines the measures at the center of Kenseito. Second, it investigates the conditions in the local branches. Third, it analyzes to the outcome of the arranging of candidates. Finally, this paper shows that this problem led to the general resignation of the Cabinet.
