This study placed great importance on the understanding of city's structures in each the times, and I treated the historicity of Shizuoka through new ways of analysis. Although Shizuoka is a castle city was designed in the Edo period, many of the elements as a castle city have lost in various reasons. In urban planning, I shouldn't conclude that all historicity of castle cities originates from elements in Edo period, and we should discover the city's characters from urban structures in history and creations of ostensible characters are nonsense, for example the idea of rebuilding of a castle tower. Therefore, this study clarified changes of evaluations to the urban structure as to urban planning in center of Shizuoka city.

This study attempts to find out the regional memory and image shared by residents before the Great East Japan Earthquake of March 11, 2011. Oral histories were obtained by conducting interviews in a small community of Moune in Kesennuma City, Miyagi Prefecture from March through December, 2012. Two analyses, the correspondence analysis based on text mining and the spatial analysis using GIS, were applied to the oral histories of seventeen residents. The regional image and memory before the earthquake were thus extracted, which help local residents to plan and implement community-based reconstruction.

On March 11, 2011 a massive, magnitude 9.0 earthquake destroyed most of the rural areas along the Pacific Coast of eastern Japan, an area that had been facing issues of depopulation and aging even before the earthquake. In this paper I discuss reconstruction plans for depopulated rural areas from the perspectives of transportation infrastructure, residential areas, agriculture, forestry, fisheries, consensus building, and nature restoration. We must take a "backcasting" approach to sustainable development, one in which planning strategies lead to successful outcomes. An organizational and planning support platform is needed to build a consensus within an area. © 2012 International Association of Traffic and Safety Sciences.

This study aimed to understand the quality of the green space in the reclaimed land of Tokyo bay area from the aspect of organisms. The method to sort the green space environment of reclaimed land on the artificial ground with ecological function has not been examined. In this research, we selected Orthoptera (grasshopper, katydid and grig) as an index organism because it is closely related to the structure of green space and expected to inhabit on artificially made land. Therefore, the biotope type of the seaside area was examined with the relation to the habitat of Orthoptera and to the environmental information of green coverage. In this investigation, we recorded the number of individuals and the species of Orthoptera at 72 sites such as the parks, greenbelts, and planted zones. The relationship between environmental information of green coverage and habitat information of Orthoptera was analyzed based on the green classified chart. We classified groups of Orthoptera by TWINSPAN and analyzed the relationships of individual number of Orthoptera groups with environmental factors, using GLMM. In the result, Orthoptera groups receives the influence about distribution of green coverage in the near area and the distance from existing habitat.

During the depopulation era, the revitalization of rural mountainous areas that continue to shrink is a pressing problem. Under this severe circumstance, it is an essential task for design rural management policy to clarify the mechanisms of development of a vigorous region and construct the support systems for these regions, meaning constructing promotional systems for endogenous development. In this research, we conducted a field survey at Shunran no Sato, where local residents tried to revitalize the village by farm-inn and urban-rural exchange, and to evaluate the significance of consensus building in local development. In this area, the local development was founded upon an agreement by only seven persons under a time pressure to build a consensus. Through consensus building, this area could achieve revitalization even though on the verge of extinction by remarkable depopulation by means of obtaining official support and having the cooperation of local residents. In this paper, we review the merits, demerits, conditions, and important points underlying a prompt action of a rural activation project based on partial agreement for the local, endogenous development.<br>As a result, it was clear that, although partial consensus building prevented the residents and region from various potential losses, it did not prevent some conflicts, specifically those that occurred early in the program. However, the core organization was careful to avoid conflicts. Overall, the style of regional planning in this area was good in terms of avoiding a conflict in early stages and establishing an incentive design in its developing stages.<br>However, we must beware this report's findings, because making light of consensus building corresponds to an abuse of a precautionary principle. As such, to accomplish partial consensus building for the prompt action toward local revitalization, it is necessary to first base the scenarios on rational basis that indicate that the area cannot avoid failing if residents don't agree.

Limited flood disaster information causes insufficient justification for public awareness, therefore, improving flood practice management is needed. This paper applies the flood forecasting model and atmospheric model to identify rainfall distribution and to investigate the threshold values for alert system. The entire system aims to improve flood monitoring, information distribution and an alert system. The geospatial web based system is established to facilitate public awareness by allocating information in timely manner without cumbersome software installation.The process to obtain rainfall and river discharge data, input and transfer data, through the database can be launched after other parameters i.e. elevation, soil, land cover, and basin boundary are set. The entire process takes approximately 15 minutes. The flood warning system and the geospatial web based system are connected to the database and promptly alert in the case of emergency.The yields prove promising results, based on the amount of time and viable function. The existing rainfall spatial based pattern, received from the atmospheric model, takes about 72 minutes to achieve one hourly image. It is a suitable model for observing regional rainfall distribution. It does not serve immediate alert purpose in the emergency situation due to it is too time consuming.
